HTML Help file (CHM) for Brazilian Portuguese is empty.

Expected result:

The document in Brazilian Portuguese.

Actual result:

Causas prov?veis:
Talvez haja um erro de digita??o no endere?o. 
Se voc? clicou em um link, talvez ele esteja desatualizado. 
 
   Voc? pode tentar: 
     Digite o endere?o novamente.  
 
     Voltar para a p?gina anterior."

Having downloaded the CHM file from http://www.php.net/get/php_manual_pt_BR.chm/from/br.php.net/mirror

Then I unblocked the file.

"If you are using Microsoft Internet Explorer under Windows XP SP2 or 
later and you are going to download the documentation in CHM format, 
you need to "unblock" the file after downloading it, by right-
clicking on it and selecting the properties menu item. Then click on 
the 'Unblock' button (on Microsoft Vista this is done in the 
"security" options). Failing to do this may lead to errors in the 
visualization of the file, due to a Microsoft bug."

File read fine.
