"Error Class 'XsltProcessor' not found" is exact error, copying php_xsl.dll file from 5.2.5 seems to function correctly.

Our apologizes, xsl and imap are missing from the windows builds. We are working to fix this issue as soon as possible. Too bad that it was not catched with the snaps and RC

Thank you for your bug report. This issue has already been fixed
in the latest released version of PHP, which you can download at 
http://www.php.net/downloads.php

The new packages zip should be in the various mirrors in the next update.
