Description:
------------
I can't find a development roadmap on the php.net website, containing information on when a certain version will be expected to be released , and which new or changed (major) features should be implemented.
E.g. when is PHP 5.3 or 6.0 expected to be released?

It isn't there, because it does not exist.

It does not exist on the website, or does a development roadmap not exist at all? There must be some kind of schedule, I guess.
If not, is there any chance such schedule will be published?

No, we don't have a schedule at all, and I don't think there will ever be one.

PHP == Chaos.

The closest thing to a roadmap is the semi-official TODO:

  http://wiki.php.net/todo/php53
  http://wiki.php.net/todo/php60

As for features already implemented, see the NEWS file:

  http://php.net/php5news
  http://php.net/php6news

But everything is subject to change at any time by any human on the planet... given it's a good change agreed by most.

Well, I think I have to live with this explanation. Thank you all for the information.
