In the snap version of PHP6 (dunno for the other), README.PEAR is :

To install the PEAR installer, please use go-pear.

On linux:
$ lynx -source http://go-pear.org/ | php

or save the setup script under go-pear.php and run:

[...]

go-pear.org is no more available, it should changed to http://pear.php.net/go-pear

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
