This is actually the "documentation" for those constants (read: they are undocumented).

For the most part their name should are descriptive enough for you to know what they mean/do.

(And please, in the future, actually write a word, or two, about the bug. Even if its a copy&paste of the original report with a reference link to it.)

(On the about page (the first one you browsed to) is a link to "How to help improve the documentation" which contains (among other things): "If an error is found in this manual, in any language, please report them using the bug system at ? http://bugs.php.net/.").
