Converting to 5.2.5 from a working v4 setup under W2K and Apache 1, I set display_errors=on as in my v4 .ini, but got no output.  Setting it to =stdout does appear to work. This seems to be a regression.

it seems like im having this issue under WinXP/ XAMPP 1.7.0

  + Apache 2.2.11
  + PHP 5.2.8 + PEAR

testet various configurations, changing of php.ini and php script ini_set.

neither error output or error logging worked for me
