php_ibase_var_pval when converting date value leaves
t.isdst set to 0 thus setting no DST.
setting isdst = -1 fixes the problem

Fixed in cvs. Note that I don't remember seeing this behaviour with older
versions of InterBase, and it might be a bug in Interbase 6, function
isc_decode_date(). If it is, and older versions of InterBase now work incorrectly,
the patch will be reverted. I'll yet have to examine the situation.
