Description:
------------
OCI8 said oci_num_rows returns TRUE on success or FALSE on failure. But when the first parameter is null, oci_num_rows returns null.

Reproduce code:
---------------
oci_num_rows(null)

Expected result:
----------------
oci_num_rows(null) should return false because parameter must be a statement/resource. null statement is abnormal

Actual result:
--------------
oci_num_rows(null) return null
