After compiling and installing PHP4 RC1 successfully, I then go to compile Apache 1.3.12 and get the following:

Apache was configured with:
./configure --with-layout=RedHat --activate-module=src/modules/php4/libmodphp4.a

PHP 4 RC1 was configured with (and sucessfully built):
./configure --with-mysql --with-apache=../apache_1.3.12 --enable-track-vars

Read the INSTALL file in the php-4.0.x directory and fix the --activate-module parameter in your Apache configure line.
