When you install PHP using the new Windows installer, it does not install the c:\program files\php\extras\mibs directory or set any MIBDIRS environment variable to access it.

Reproduce code:
---------------
None required, simply install the snmp module and then run "php -m" and you will get a bunch of module not found errors.

Expected result:
----------------
1) Mib files installed if not found somewhere else
2) MIBDIRS environment variable set as applicable.

Actual result:
--------------
Neither step takes place.

This bug has been fixed in CVS.

Snapshots of the sources are packaged every three hours; this change
