There is an error in "Example 1698. Using the 'e' modifier". Either single quotes or additional escapes should be used imho:

<?php
preg_replace("/(<\\/?)(\\w+)([^>]*>)/e", 
             "'\\1'.strtoupper('\\2').'\\3'", 
             $html_body);
?>
