Description:

When short opening tags for PHP(<? and ?>) are enabled, php mistakenly attempts to parse <?xml ?> tags. I've tested this on multiple servers.

Reproduce code:
---------------
<?xml version="1.0" encoding="iso-8859-1"?>

Expected result:
----------------
The page displayed correctly.

Actual result:
--------------
Parse error: parse error, unexpected T_STRING in /path/to/index.php on line 1
