I downloaded the HTML Help file "php_manual_en.chm" from http://www.php.net/download-docs.php, and found a broken link in the Index.

Reproduce code:
---------------
In the Index, clicking the "Header File Inclusions" topic and then clicking "Display" produces a 404 error.

The downloaded file was "unblocked", and all of the others links seem to work.

Actual result:

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same.
