if you look at the docs for stream_context_create you are pointed at the docs for stream_context_set_params which point you back to stream_context_create

Read it again. params != options.

You are pointed to stream_context_set_params() for params 
you can set.
For a list of options you are pointed to the supported 
protocols/wrappers appendix.
