Which timezone are you in?  We are running some backup jobs every night at 03:00 Pittsburgh time, which might be the reason for the issue.

How long does the issue last for you each night?

Not positive how long, as I give up after a while. I'm in the eastern timezone.

Do you still experience the issue?  At the beginning of February a possible reason for what you were seeing was fixed.

I tried accessing the documentation between somewhere around 21:00 and midnight, and it came up pretty quickly each time. This is such a relief; For a while there I thought I was going to have to become a morning person.

I'm marking this one as fixed because it seems like the issue has gone away.  Please re-open if it occurs again.
