I found this problem in PHP5: On some WIN32 machines, mysqli appears to not be installed. User must do two steps which I haven't found in documentation:
First step, of course, user must add "extension=php_mysqli" to php.ini. The second step is not so obvious: on some systems PHP has problem with finding libmysql.dll. In this case, it is good solution to copy libmysql.dll to %WINDIR%\SYSTEM32. I think it may be useful to add this to mysqli module documentation.

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same.
