I entered a Feature Request and did not make a note of the bug number.

When I went to find this bug, I tried many different search criteria, but nothing that I tried, not content search, not author search, nothing at all would locate this bug for me.

I finally found it by using my browser's history.

The bug is http://bugs.php.net/bug.php?id=39688

I challenge you to find it via the bug search function.  There is something very broken about searching for bugs. Mostly it works, but apparently it has a blind spot for "Feature/Requests".

And by the way, specifying "Irrelevant" for the Build number also does not work for "Feature/Requests", it gives an error saying it is not a valid choice.  But "Irrelevant" did work for a normal bug, so there is something different/broken about the code path for "Feature/Requests".

1) In "Category" pick the category you picked for your bug 
report ("Website problem" NOT "Feature request")
2) In "Author email" type your email 
("codeslinger@compsalot.com")
3) Hit the search button

Oops, sorry, Copy/Paste error on my part. The bug that I was trying to locate is indeed a Feature/Request.  Here is the correct bug #   http://bugs.php.net/bug.php?id=39667

I now see that by explictly selecting a category of "Feature/Request" in the "Return only bugs in categories" box then the bug does get found.  

But the reasonable expectation is that if no categories are explictly selected in this box then all bug categories should be found.  And indeed, from a quick look, it does appear that all bugs EXCEPT for Feature/Requests are found when nothing else is selected.

This is expected behavior. When we search for bugs we 
expect to get a list of bugs, not feature requests.
