Doc Bug #38968 bitwise operators

Description:
------------
I wonder why didn't the documentation maintainers
read user comments for the bitwise operation page,
and CLEARLY specify the '>>' operator performs
SIGNED shift?
Shall this '>>' logic be kept for the future,
and is it for all platforms?
There would be great to add two new core functions:
'shr($value, $bit_count)' and
'sar($value, $bit_count)'.
It's not that hard to implement!

Thank you for taking the time to write to us, but this is not
a bug. Please double-check the documentation available at
http://www.php.net/manual/ and the instructions on how to report
a bug at http://bugs.php.net/how-to-report.php

It is documented that "PHP does not support unsigned
integers."
