php_value register_globals on in .htaccess dont work on php4 as cgi,but it works on php5 cgi. Why should it work on php5 but not on php4? clearly a bug.

RTFM, php_value, etc. only work with apache SAPIs.

then why in php5 cgi it is working, while its not in php4 cgi. Even if its not a bug (huh) then is flaw in php4, and should be eliminated.
