fopen('file:///readme.txt', 'r');

correctly opens file 'readme.txt' located in a root. 


fopen('file://readme.txt', 'r');

this should opens file 'readme.txt' located in working directory. But it leads to genereate error messages:

Warning: fopen() [function.fopen]: remote host file access not supported, file://readme.txt in ... on line ...

Warning: fopen(file://readme.txt) [function.fopen]: failed to open stream: no suitable wrapper could be found in ... on line ...

For file:// wrapper you need to indicate three forwardslashes, two for wrapper and one for path.

And relative paths are not allowed with file:// protocol?
