if i turned on track_errors message of Fatal Errors not saved in $php_errormsg. Checked via register_shutdown_function

Reproduce code:
---------------
ini_set('track_errors', 'On');
function shutdown () {
    global $php_errormsg;
    echo "ERROR : ".$php_errormsg."\n";
}
register_shutdown_function('shutdown');
$a = '';
$a->aaa();


Expected result:
