Bug #36015 "Best" download link for PHP

Description:
------------
Currently, in the "get" url handler we have :

http://xx.php.net/get/php-x.x.x.tar.bz2/from/a/mirror
http://xx.php.net/get/php-x.x.x.tar.bz2/from/this/mirror
http://xx.php.net/get/php-x.x.x.tar.bz2/from/xx.php.net/mirror

I think it would be interesting to add a handler to select the "best" mirror for the user...

http://xx.php.net/get/php-x.x.x.tar.bz2/from/best/mirror

This would select a random mirror in the same country as the user, or if no country information is available for the user's IP it would fall back to "this".

This would help applications automatically downloading PHP to easily get PHP version. I have 3 applications trying to download PHP directly and for the moment I'm just using the same mirror over and over...

Use http://php.net/get/php-x.x.x.tar.bz2/from/this/mirror (note the missing mirror selection at the start). This automatically selects a working mirror in your country, and redirects the request to that one. That mirror in return selects itself for download, and provides you with the file. You only need to handle the HTTP redirection you get from php.net.
