Any configuration option I set in <VirtualHost>, <Directory> or .htaccess (any other means I am assuming) besides the php.ini file have no effect on overiding the master (php.ini) values. I have tried this with short_open_tag and include_path.

The weird thing is phpinfo() displays the correct settings, but they are not taking effect.

Restarted servers, double double checked syntax. Weird, and very annoying!
