There is a note that states: 'If a value in the ini file contains any non-alphanumeric characters it needs to be enclosed in double-quotes (").' and right below it is an example that doesn't follow it.  Unless slashes are considered part of the alphanumeric set.

Specific part of example:
[second_section]
path = /usr/local/bin  <-- this needs to be double quoted
URL = "http://www.example.com/~username"
