The manual's Add Note page states:

"#  If you are just commenting on the fact that something is not documented, save your breath. This is where you add to the documentation, not where you ask us to add the documentation. You may choose to email the PHP Documentation Team to discuss the change."

In response to a request to add documentation, the documentation team respond with:

"Please report bugs at http://bugs.php.net"

Clarification of the Add Note page would be very useful.

Perhaps change:

"email the PHP Documentation Team to discuss the change"

to

"email the PHP Documentation Team to discuss a change submitted first as a change request in the Bug Tracker"

The rule is that a bug should be submitted, which in turn sends an email, and allows people to have some discussion. Add note page fixed. Feel free to suggest better English...
