PHP 4.4.1 does not parse open_basedir directives (exspecially  those placed in httpd.conf) correctly. There seems to be a major problem with directory traversals (../something).

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same.

This has nothing todo with symlinks. Please actually read BUG 34656. PHP 4.4.0 worked without problems, 4.4.1 doesnt.
The BUG you quoted is horribly old and nothing it affected had been changed from 4.4.0 to 4.4.1.

You should have said that this worked in 4.4.0 in _this_ report. Does this happen with this snapshot:
