I think it is a same bug as #31699 and #32442

WSDL sends x=985.25
setlocale(LC_NUMERIC, "en_US.UTF-8");
SOAPCLIENT returns x=985.25

but

WSDL sends x=985.25
setlocale(LC_NUMERIC, "cs_CZ.UTF-8"); 
//probably same with fr_FR too
SOAPCLIENT returns x=985.00

Expected result:
----------------
(float) 985.25

Actual result:
--------------
(float) 985.00
