http://snaps.php.net used to show PDO_*.dll files in PECL for 5_1 snapshots. The only PDO file in the snapshot files is php_pdo_firebird.dll. I do not see a way to download the other pdo_ files for the 5_1 branch.

PDO is part of PHP-5.1 so its not going to appear in PECL folder. PECL extensions are going to be moved to a separate site in the next couple of weeks (http://pecl4win.php.net/)
