The page is 
http://us2.php.net/manual/en/function.iis-get-service-state.php

It states the following:

  iis_get_service_state -- Starts the service defined
                           by ServiceId
I think it should read "Gets the state of the service defined by ServiceId".

Already fixed in CVS (we mark already fixed bugs as bogus, but thanks for the report), the fix will show up when the manual is next built.
