 in the php.net doc there is no way of telling if there is a diference betwen fsockopen() and stream_socket_client() are there synonym??? if no what are the difference? the advantages of each other

At first sight, they accept different parameters. Both of them can be used for some tasks but they are not synonyms for sure.

No, it does not "imply a bug in PHP itself",
isn't that why it says:

Package: 	Documentation problem

a difference i see is that stream_socket_client() is only available since php5.
stream_socket_client() - optional flags( conn.type: normal, async or persistent).
stream_socket_client() - no extra port-parameter, can be set in first param.
fsockopen() - seems to not support ssl in some cases
