When searching the pages, even in the english documentation pages are being brought up that look to be in german or aome other language.  There is no way to access the English version of the pages.  Two seatches I did were mysql in both functions and online documentation english and I clicked on mysql functions.

Thes issues are affecting functions I accessed last week in English, so it has not alwasy been this way.

I'm having this problem also, when using duckduckgo to search for mkdir, then 
clicked directly from the search engine to http://se.php.net/mkdir and saw this: 
http://larvit.se/phpnet.png

I have seen the same issue on some other site, and then it was some arabic 
language. This was about a week ago.

but
http://se.php.net/manual/fr/function.mkdir.php
instead?

the language code in the domain just mark the location of the mirror, a mirror 
can still host and server any supported language of the documentation, and the 
language documentation is specified in the url path.

we do have some complex "magic" to figure out what language should be used if 
none provided (see the language_choose_code() function in http://git.php.net/?
p=web/php.git;a=blob_plain;f=include/langchooser.inc;hb=HEAD), but assuming that 
you clicked the link that you said, and you didn't have any active session where 
you set your preferred language to french, and the language for that mirror is 
set correctly, and your browser doesn't set fr in the HTTP_ACCEPT_LANGUAGE 
header, I can't see how could you get that page in french.
