Description:
------------
It would be nice if there was an option in the php.ini to stop shebang lines from being outputted to the screen when php is running as a module.

I'm sure there must be a way to setup php/apache up on windows so the line is not displayed, but it would be handy for developers to have an easy way of removing the line.

Reproduce code:
---------------
#!/usr/bin/php
<?
echo "Hello World"
?>

Expected result:
----------------
Hello World

Actual result:
--------------
Windows XP output: "#!/usr/bin/php Hello World"
Linux output "Hello World"
