While running osCommerce shopping cart on  checkout_shipping.php, I received

[22-Dec-2004 22:33:52] PHP Warning:  exec(): Unable to fork [curl -d "<?xml version=\"1.0\"?>

I enabled IUSR_XXXX under c:/windows/system32 for cmd.exe in my windows 2003 server, however, the error still shown. I was told this error was fixed in php 4.0.6 but why it still fail?

Have gone through all possible setting and helps but still failed. Need help urgently!
