1. I created form with tag 
<textarea name="NAME" ...></textarea>, inserted about 10Kb of text info into it and after press my "Submit" button.
Action present in form, but haven't reaction many time.

2.Problem with long file upload >4K (Take place problem written above) action present in form but don't activated

php.exe is visible in processes list of Windows NT Task manager long time.
I can't terminate php.exe process, "access is denied" message returned.
Only restart of IIS Admin Service can help in this situation.

Hovewere, if i post short form data and short files less then 4K - all normal work.

In php.ini set
...
upload_max_filesize = 2097152
...

I can confirm identical behaviour on my NT box with the cgi version of
4.0b3, however the ISAPI version hangs even with very small graphic files
(eg 1K). After the hang, the php isapi module cannot be used without
stopping and starting iis.
