Would someone be kind enough and change the order of extensions to their dependancies in the win32 distro please.

e.g. that mbstring is listed above exif (as exif fails if mbstring is not loaded)

at least for the time being this dependacy exists.
Alternativly if you not wish to break the neat alphabetic order :), at least document it somehow. It had me baffeled for quiete some time before I figured it out.

From the PHP manual (under php.net/exif):

Installation

To enable exif-support configure PHP with --enable-exif

Windows users must enable both the php_mbstring.dll and php_exif.dll DLL's in php.ini. The php_mbstring.dll DLL must be loaded before the php_exif.dll DLL so adjust your php.ini accordingly. 

And just this morning I added similar information to:
http://php.net/manual/en/install.windows.extensions.php

I agree it would be helpful to have this information inside php.ini and even though the doc team lacks rights to php.ini-*, this is a doc problem as we (you?!) can still create patches :)

Mentioning this in the documentation is sufficient.
