The ini-file isn't loaded by the apache module (the 
cli-version works fine). 
Seemingly it's fixed in CVS (5.1.x-dev) php5-200408241630!

--with-config-file-path is the *path* where php.ini lives, not the filename.

it's the same problem with 
--with-config-file-path=/var/www/conf. And as mentioned 
before it's (--with-config-file-path=/var/www/conf/php.ini) 
running with php5-200408241630. So maybe the stable version 
could also be fixed.
