Exception class constructor when inspected via the Reflection api, seems to be both marked a public and protected.

Reproduce code:

$exceptionClass = new ReflectionClass('Exception');

$exceptionConstructor = $exceptionClass->getConstructor();

var_dump($exceptionConstructor->isPublic());
var_dump($exceptionConstructor->isProtected());

Expected result:
----------------
bool(true) bool(false) 

or 

bool(false) bool(true)
 

Actual result:

bool(true) bool(true)
