Bug #28085 Unknown Page gives "No input file specified." instead of 404 Error page.

When you go to a page that does not exist, the error "No input file specified." is displayed instead of the default or custom IIS error.  The IIS log shows that a HTTP 200 OK message is returned.

Reproduce code:
IIS Log Entry:
2004-04-21 04:21:24 GET /test.php - 80 - Mozilla/4.0+(compatible;+MSIE+6.0;+Windows+NT+5.1;+.NET+CLR+1.1.4322;+.NET+CLR+1.0.3705) 200 0 0

Go to the page to view the error. test.php is a nonexistent page.

Expected result:
Custom 404 error page:

Actual result:
No input file specified.
