cygwin included libtool in places which cannot be derived using the current logic used in ./buildconf scripts.

Attached is a patch to make the ./buildconf succeed.

- Added DEBUG to make probing errors easier.
- Added tests for Cygwin.
- @'s were removed from Makefile to see what's
  really going.

Using @ make it hard to report good errors. I don't
think they should be overly used as is the case in 
current PHP make files.
