Bug #28 When I compile in support for MS FrontPage 98, php stops working

I am trying to get MicroSlops FrontPage 98 extensions to
work with my apache 1.3b3 server.  I have compiled in
PHP support before and it works no problem.  When I
patch Apache 1.3b3 so that FrontPage 98 extensions will
work, everything compiles fine...but once I install
the httpd, and try to pull up a .php3 document, I get
the message "document contains no data".  I check my
server logs, and the file request isn't even getting
logged.  If I switch back to a httpd that doesn't have
FrontPage enabled-- the .php3 documents pull up no problem.

If you want to try it yourself, here are the patches
that I applied to the files in Apache 1.3b3:

Problem still exists in the Release Candidates (3 and
probably later), and duplicated in bug #306.
