Those two opcodes are MS specific ISAPI codes to determine
the webroot and send headers respectively.

Currently, our ISAPI module relies on the web server implementing those opcodes.

It shouldn't be too difficult to use the traditional HSE_REQ_SEND_RESPONSE_HEADER opcode as a fallback for
the latter code.

Speaking for myself, I don't have the time to do this,
but I don't expect it to take much more than an hour or
so to implement; maybe one of the other isapi guys
has the time?
