Hi,

in my opinion, the timeout for stream_socket_accept() should be handled the same way as in other functions (f.e. set_time_limit). That means, that a timeout of:
5 - would result in a timout of 5 seconds,
0 - would disable a timeout.

In the moment we have to give a timeout of -1 to have no timeout. If we give a timeout of 0 - we have a timeout of 0 seconds (Where's the sense??).
There could be an additional explanation of the timeout-feature in the documentation of this function as it is done at the documentation of set_time_limit().
