I just installed the Installshield binary of PHP 4.3.2 on my Windows 2000 server running IIS 5.0.  The configuration file (php.ini) should have been placed in the system folder (C:\WINNT).  Instead, InstallShield placed it in the folder C:\Documents and Settings\Administrator\WINDOWS.  This was problematic as the executable could not find the ini file to read it.  Since it was IIS, I could not run phpInfo() to detect this, instead I was presented by the "The PHP CGI cannot be accessed directly." error since the default value is set to 1.  This made locating the source of the problem (the mislocated ini file) exceedingly difficult.
