Using Apache Server Version 2.0.45 and PHP 4.3.1. on Windows XP Professional

If i use an include command with a get string appended to the end such as;

include("xxx.php?var1=blah&var2=blah2");

And the include is hosted on a server other than that of the hosted document. Windows hangs, periodically for 5 seconds, then unfreezes for 5 seconds. After the maximum script execution time, the system unfreezes, however the external internet connection no longer functions?!?!

This only happens when using GET variables with the include request. Also it doesn't happen if READFILE is used instead of INCLUDE...
