For example, if HTML page encoding is UTF-8,
It is necessary to write the following tag
prior to the other tag
which include multi-byte characters.

<META HTTP-EQUIV="Content-type"
CONTENT="text/html; charset=UTF-8">

However, the HTML help file
distributed by php.net is not filling it,
and it has the page which cannot be displayed.

Which edition of the manual are you referring to?
Sounds like a problem of Japanese one..

I am referring to the Japanese Edition.
It is the following file.

That's due to a bug in dsssl version of the docbook stylesheet. Please wait until a full-featured xsl version of the chm edition.
