Once mod_php4 is loaded, is not possible to turn it off.

php4 will work even if "engine" is set to "Off" in php.ini.

setting php_admin_flag engine off in apache's configuration
has no effect also.

PHP4 with Apache2 seems to be a enable everywhere or don't
enable at all case.
