i tried to install postgresql, php and phppgadmin under window, but i got message this :

You do not have postgresql support built into your PHP Web Server.
phpPgAdmin requires postgresql support to function properly!
Please check the PHP documentation for corrective action.

If your application requires PostgreSQL, make sure you load the PostgreSQL module via your php.ini file.
