I'm sure this is no big deal since 4.3.1 is just a CGI security patch over 4.3.0, but phpinfo() shows v4.3.0 when it's running as an Apache module.

I'm assuming it's because the new zip distribution for Windows didn't contain an new build of the php4apache (or possibly any) module dlls.

It just indicates that you didn't install the package
correctly. (you need to replace the php4ts.dll...and sometimes it requires booting too)
