Here's how I see it.  You must have used --enable-memory-limit to use this directive at all so it essentially isn't being used so it returns an empty string.  I believe this is intentional but ideally a php-dev person will answer:

Why doesn't it return the default value?  Whether that be 8M or -1 (not sure which it is :) ... when not compiled in.  An empty string seems misleading.

empty string is returned for any ini setting that isn't set.
