The documentation should state (in the Introduction) the
following:

"Since PHP is not CGI you should not put it in the CGI
directory, otherwise the Apache server will try and execute
the PHP script not interpret it."

or something like that ...

The documentation compares PHP to CGI but forgets to
mention this.  This is VERY important or more people like
me will put the PHP files in the CGI directory and spend
two days tracking this down.

It is explaint in the installation procedere that there is a CGI-variant and a
Apache-module. You are the first who will put HTML- and PHP3-files in
a cgi-bin directory. If you don't agree make another bug report.
